Challenge

With flood risks rising rapidly, Bristol City Council needed to build broad stakeholder support for the Bristol Avon Flood Strategy – a complex project with conflicting interests across communities. Clear, inclusive engagement was critical to secure a successful outline business case.

Approach​

Copper reviewed and strengthened the council’s engagement strategy by:

  • analysing stakeholder data to identify gaps in representation
  • producing a revised, inclusive strategy and a suite of engagement materials, including boards and presentations
  • ensuring messaging reflected both the urgency and benefits of the project, tailored to diverse stakeholder needs.

  • Enabled the council to communicate the project’s purpose clearly and effectively
  • Supported inclusive, meaningful engagement across a broad and complex stakeholder landscape
  • Strengthened the strategy’s foundation for a successful business case and future delivery
