Challenge
With flood risks rising rapidly, Bristol City Council needed to build broad stakeholder support for the Bristol Avon Flood Strategy – a complex project with conflicting interests across communities. Clear, inclusive engagement was critical to secure a successful outline business case.
Approach
Copper reviewed and strengthened the council’s engagement strategy by:
- analysing stakeholder data to identify gaps in representation
- producing a revised, inclusive strategy and a suite of engagement materials, including boards and presentations
- ensuring messaging reflected both the urgency and benefits of the project, tailored to diverse stakeholder needs.
