The recent announcement by The Chancellor of the Exchequer, Rachel Reeves, to accelerate investment and infrastructure across the UK marks a significant moment for the infrastructure and energy industries. With a strong focus on regional growth, planning reform, and unlocking private investment, the landscape for infrastructure and energy projects is evolving rapidly.

One of the biggest challenges – and opportunities – lies in the reform of our energy transmission system. The National Energy System Operator’s (NESO) decision to pause new grid connection applications highlights the increasing pressure on our energy infrastructure. The backlog of connection requests has grown due to a surge in applications exceeding available approvals, driven by the rapid expansion of renewables like solar and wind, advancements in energy storage, and new technologies. At the same time, demand for power is rising due to new housing developments, industry growth, and transport electrification.

The pause isn’t just about clearing this backlog – it’s about reassessing how connection requests are evaluated and processed to create a system that can support the UK’s long-term energy needs. To put this into context, the number of applications for grid connections has significantly outstripped approvals, reflecting a system struggling to keep pace with energy transition demands. But while NESO takes stock, we should ask: Are we ready for what comes next?

The UK’s energy ambitions are clear. We need an energy transmission system capable of supporting a cleaner, more secure energy mix, while delivering at pace to meet the growing demand from homes, businesses, and industry. The Government’s new planning proposals, including streamlined infrastructure approval processes, are a step toward tackling key barriers.

However, process alone isn’t the issue. The transition to a new way of working – both in planning and delivery – requires a shift in mindset. This pause in grid connections presents an opportunity to rethink project delivery, improve engagement strategies, and maximise the benefits of infrastructure investment for communities across the UK.

Balancing national energy ambitions with local realities

A recent BBC Panorama investigation shed light on the challenges of delivering new energy infrastructure, particularly in relation to pylons, solar farms, and the expansion of transmission networks. While these projects are essential for decarbonisation, they often face resistance from local communities concerned about their impact on landscapes, property values, and the environment.

This reinforces the need for a clear distinction between different types of grid infrastructure. Grid connection transmission projects (which link new generation sites to the network) and linear transmission schemes (which transport energy from where it’s generated to where it’s needed) must be communicated differently. Ensuring clarity in messaging will help communities understand the specific purpose of each development.

At Copper, we know that no two infrastructure projects are ever the same. A new transmission line or pipeline in one part of the country might face entirely different challenges than a similar project elsewhere.

Communication is key to securing community buy-in

Location matters, but so does communication. The way a project is introduced and explained to communities can shape its acceptance. While transmission projects may look similar (overhead pylons or underground cables), their local perception varies greatly. Early, transparent, and localised engagement is crucial to gaining support.

As investment in transmission scales up, a one-size-fits-all approach won’t work. Just as major infrastructure projects like roads and rail consider regional and community impact, energy infrastructure must do the same.

Who holds responsibility for grid infrastructure?

Currently, more consideration is needed in how grid stakeholders assess community, and stakeholder impacts as part of the overall connection process. While Distribution Network Operators (DNOs) play a role, most major grid infrastructure projects are delivered by Transmission Owners (TOs) such as; National Grid Electricity Transmission (NGET), Scottish Power Energy Networks (SPEN), and Scottish and Southern Electricity Networks (SSEN). However, it is NESO that plays a crucial role in grid connection approvals.

To clarify, the benefits and impacts of new infrastructure should be assessed as part of the routing and siting of transmission projects that facilitate the connection of new generation projects. Getting this process right at an early stage will help prevent delays and local resistance, ensuring smoother progress toward net zero and energy security.

The role of gas in the transition to clean energy

While much of the focus has been on electricity transmission, gas is still a key part of the UK’s energy mix. However, as the UK pivots away from natural gas, new opportunities appear. The future lies in the development of hydrogen, Carbon Capture Utilisation and Storage (CCUS), and other low-carbon technologies.

Investment in a well-planned transmission system that integrates both gas and electricity networks will be essential to ensuring a stable, long-term energy future. The Government’s 2050 net-zero strategy recognises this interdependence and emphasises the need for strategic investment in new energy technologies.

Navigating the transition: are we ready?

The Chancellor’s announcement and NESO’s pause on new grid connections are two sides of the same coin. One signals the ambition to accelerate development, while the other acknowledges the need to fix a strained system. Together, they highlight the urgency of being prepared to act when reforms take effect.

The question now isn’t just about whether the grid is ready – it’s about whether the entire sector is prepared for the next stage of growth.

  • How do we move from a system that reacts to change to one that actively shapes the future?
