Challenge
National Highways needed to deliver a digital-first statutory consultation for the Lower Thames Crossing – the largest road investment in a generation – under tight deadlines.
Key challenges included:
- explaining 300+ design changes in a way that was accessible to the public
- ensuring all consultation content was legally compliant without overwhelming users
- translating highly technical information into clear, engaging messaging.
Approach
Copper led a collaborative, user-focused strategy to maximise clarity and engagement.
This included:
- enhancing the project narrative to emphasise the benefits of both the core scheme and post-consultation changes
- working closely with technical teams to simplify complex content into accessible, user-friendly language
- delivering a digital-first consultation platform that was easy to access and navigate
- promoting the National Highways brand and the wider value of road investment.
Value delivered
- Helped make a complex and highly technical project widely understandable to the public and stakeholders
- Enabled meaningful engagement, strengthening the case for planning approval
- The scheme has now secured consent, with construction of the UK’s largest road tunnel set to begin, marking a major milestone for national infrastructure
