Challenge
Copper was appointed to deliver engagement and consultation for the London Resort – a major, next-generation entertainment destination proposed on the southern banks of the River Thames.
The project coincided with the peak of the COVID-19 pandemic, requiring Copper to pioneer a fully digital-first consultation – the first of its kind for a Nationally Significant Infrastructure Project (NSIP) in the UK. This posed significant challenges in ensuring inclusivity, accessibility and meaningful participation at scale.
Approach
Copper’s work included:
- developing a comprehensive digital engagement strategy, including a dedicated consultation platform, interactive virtual exhibition room, project website and tailored social media channels
- ensuring accessibility and user focus through intuitive user experience (UX) design and multi- format content
- delivering a high-reach, multichannel promotional campaign, including direct mail, paid digital advertising, press, print and partnership-driven outreach
- hosting 20 live public webinars to facilitate dialogue and address questions in real time.
Value delivered
- Successfully delivered a legally compliant, fully digital NSIP consultation – a UK first
- Achieved 27,000 website visits and more than 1200 consultation responses, with 65% in support – significantly exceeding the response rate of previous consultations
- Reached over 120,000 people across the region despite pandemic restrictions
- Secured acceptance for examination by the Planning Inspectorate, validating the consultation’s quality and impact
