Challenge
Cardiff Parkway and Cardiff Hendre Lakes appointed Copper to lead a bilingual communications strategy and deliver an early phase of public and stakeholder engagement. The goal was to shape public understanding and secure support for a major new transport and regeneration development in Cardiff. The key challenge was building awareness and trust for a large-scale project at an early stage, while ensuring inclusive and accessible engagement across both Welsh and English-speaking communities.
Approach
Copper developed a strong and consistent project narrative that clearly conveyed the project’s vision and local benefits, forming the backbone of all communications.
The engagement strategy was delivered in two phases:
- phase 1 (Nov–Dec 2019) – four weeks of public engagement through events, digital communications and bilingual materials
- phase 2 (spring 2020) – a formal, statutory consultation with targeted outreach.
To maximise reach and credibility, Copper:
- delivered bilingual newsletters to more than 10,000 local residents
- held 1:1 briefings with councillors, AMs, MPs and ministers
- secured positive media coverage across print, radio and online
- delivered tailored digital and social media engagement to boost awareness.
