Water reuse, desalination and recycling have moved rapidly up the agenda for the UK water sector. Once viewed as niche or future-facing solutions, they are now increasingly part of serious conversations about resilience, climate adaptation and long-term resource planning.
That shift was clear at a recent industry roundtable hosted by GHD, where water sector leaders came together to discuss why the UK has been slower to adopt alternative water sources than other markets, and what needs to change if the sector is to deliver at scale.
Why other countries have moved faster
The comparison with other countries is striking. Singapore now meets a significant proportion of its water demand through recycled water. California’s Orange County reuse scheme has been operating for well over a decade and has expanded multiple times. Australia has also successfully integrated desalination into its water resilience strategy, with plants acting as a form of drought insurance rather than day-to-day supply.
And the UK? Well, there is still debate over many of the same questions others have already answered. Is the public ready? Can regulators be confident? Who will pay for it? Who takes the risk or responsibility?
These are legitimate questions, but the risk is that debate continues to outpace delivery.
Moving beyond debate and into delivery
A recurring theme from the roundtable was that countries which have made alternative water sources work have done so through clear government leadership, long-term planning and sustained public engagement. They did not simply build infrastructure and expect people to accept it.
In California, for example, major reuse schemes were preceded by years of community engagement, helping to build understanding and trust before projects came forward.
That lesson is particularly relevant in the UK, where trust in the water sector remains low.
Building public trust before projects begin
For many communities, new infrastructure is not automatically seen as climate resilience. It can be perceived as another investment programme delivered by companies that are already under scrutiny.
That makes the way projects are communicated just as important as the technical case behind them. Building understanding, explaining the benefits and being transparent about risks and safeguards will be critical if alternative water schemes are to secure public support.
Regulation must enable, not delay
Regulation is another major barrier. The UK’s approval processes can be complex, slow and difficult to navigate, particularly for new technologies and international suppliers.
Industry voices at the roundtable highlighted the need for more predictable requirements, clearer standards and fewer changes midway through a project’s development. Without that certainty, projects become harder to finance and harder to deliver.
A more streamlined and consistent regulatory environment would help reduce risk, encourage investment and support innovation across the sector.
Rising demand is changing the water equation
The demand picture is also changing. Data centres, AI infrastructure and population growth all have major implications for future water use.
If those demands are not properly factored into resource planning, today’s assumptions may quickly become outdated. This strengthens the case for a broader mix of supply options, including reuse, recycling and desalination.
As demand patterns evolve, water companies and policymakers will need to think beyond traditional approaches to ensure future resilience.
Alternative sources are not a silver bullet
None of this means these technologies are a simple answer. Desalination is energy-intensive. Reuse requires careful public engagement. Recycling depends on confidence in water treatment and regulation.
However, the UK can learn from countries that have already shown these approaches can form part of a resilient and diversified water system. The challenge is not whether these solutions are perfect, but how they can be deployed effectively alongside other measures.
A long-term strategy for water resilience
The challenge now is to move from debate to delivery. That will require government to explain the “why”, regulators to provide certainty, and industry to build trust through clear, honest engagement.
As climate pressure grows and demand becomes harder to predict, alternative water sources can no longer sit at the margins of the conversation. They need to be part of the UK’s long-term water resilience strategy.
