The UK’s Cloud and AI sector is growing fast
But power constraints, grid limitations, and siloed policymaking risk holding it back. Will Mendoza, Senior Account Manager at Copper, explores how to maximise the potential of this burgeoning sector.
The sun has set on Data Centre World 2025 but one thing that is clear – the market has kicked into overdrive. London’s Excel Centre was action-packed. Developers, suppliers and planners were all eager to turn impetus into investment.
But there is scepticism.
While the AI Action Plan has laid out a clear path for growth, questions remain; how to make the most of the opportunity and how we bring communities along on the journey? Turning the UK plan into a regional delivery model is key, with growth zones and AI clusters vital to success. But it requires the industry to collaborate, not compete. And carefully manage stakeholders across local, regional, and central government.
Right now, grid operators, energy generators, and data centre developers are not aligned and without a clear strategy, we could miss the opportunity to scale AI while delivering a clean electricity grid by 2030.
AI growth zones could help by clustering development around reliable, low-carbon power, but government plans lack detail.
How do we ensure success?
There are three key requirements that we feel will help unlock further potential:
1. Regional deployment and delivery
The challenges the sector faces are not independent. Power generation, grid stability and skills shortages will impact the overall delivery of data centres across the nation.
Finding solutions requires close collaboration between government, grid operators, and industry to align with AI growth, which demands significantly more power and resource than traditional data centre operations.
However, to be truly effective, solutions must be designed, deployed and delivered at a local level. We need to create localised hubs and ecosystems that take into account specific regional and local capabilities to develop support networks and supply chains that offer resilience and adaptability.
Only then can we establish self-sufficient clusters that can grow at scale – hyperscale.
2. Community engagement to secure a license to operate
Data centres are vital, but concerns over energy and water use risk backlash. Whether through misconceptions or a lack of information, a coordinated approach to inform and engage the public is vital to drive awareness, secure buy-in and gain consent.
Social value strategies and evidencing the real-world benefits of data centres, particularly during construction, should also be considered in the round. Developers and contractors must work in lockstep with local stakeholders and partners to maximise the potential returns for communities.
3. Education on why AI and data infrastructure matter
While data centres have been around for a long time and there are more than 400 in the UK, increased demand, the rise of AI and hyperscalers are accelerating growth exponentially. This means that most communities and many policymakers remain unaware of the true impact and long-term benefits of these vital elements of digital infrastructure.
Increasing awareness and enhancing understanding will be vital to driving acceptance as this “critical national infrastructure” is deployed at scale for years to come.
What’s next?
Exploration and expansion will dominate the headlines in the coming months. Exploring new technologies, power sources (SMR chief among them) and solutions. Expanding with new regions, developments and partnerships. All underpinned by a soon-to-be relaxed planning process, which could further accelerate growth.
This all translates into a new era for digital infrastructure where ambition will only be truly realised with local engagement, regional partnerships and national policy.
